National Award Selection Committee in Papua New Guinea

The PNG Academy Awards Committee is a team of experts who are deputed by the Academy Awards Secretariat, National Culture Commission and approved by the Oscars Academy.

Purpose and Mandate

The Papua New Guinea Award Selection Committee (PNGASC) is established to:

  • Select and endorse outstanding films from Papua New Guinea for national and international awards, including the Academy Awards (Oscars), regional festivals, and other international platforms.
  • Ensure the selection process is transparent, fair, and representative of the nation’s cultural and creative diversity.
  • Promote excellence in filmmaking, storytelling, and cinematic representation of Papua New Guinea.
  1. Structure of the Committee

2.1. Composition

  • The Committee shall consist of at least 5 and up to 15 members.
  • Members must be professionals or stakeholders in the film, media, cultural, or academic sectors, including:
    • Directors
    • Producers
    • Writers
    • Cinematographers
    • Editors
    • Actors
    • Film Critics
    • Academics in film/cultural studies
    • Representatives from cultural institutions (e.g., National Cultural Commission, Film Office)

2.2. Appointment

  • Members are to be nominated by the Academy Awards Secretariat,  National Cultural Commission or an appointed umbrella body.
  • A Chairperson and Secretary shall be elected internally.
  • Terms of service shall be for 1 year, renewable.
  1. Eligibility of Committee Members
  • Must be a Papua New Guinean citizens with extensive experience in the film or cultural sector.
  • Must not have any direct financial or creative involvement in films under consideration.
  • Must sign a conflict of interest declaration.
  1. Committee Operations

4.1. Meetings

  • The committee must convene at least twice per year, and additionally during selection periods.
  • Meetings may be in person or virtual, provided all members have full access.

4.2. Viewing and Evaluation

  • All eligible films must be screened in full by the committee.
  • Members must use a standardized evaluation rubric, considering:
    • Storytelling and originality
    • Artistic and technical quality
    • Cultural representation
    • International competitiveness

4.3. Voting Process

  • Selection shall be made via secret ballot.
  • A film must receive more than 50% of the vote to be selected.
  • In the event of a tie, the Chairperson shall cast the deciding vote.
  1. Selection Criteria for Films

Films considered for submission must:

  • Be substantially created by Papua New Guineans or produced in Papua New Guinea.
  • Represent Papua New Guinean culture, identity, or issues.
  • Be feature-length (40 minutes or more).
  • Meet the technical standards and requirements of the target awards body (e.g., AMPAS, AACTA, etc.).
  • Have been released or screened within the eligibility period.
  1. Compliance with External Guidelines
  • For international awards (e.g., Oscars), the committee must comply with all rules set by the awarding body.
  • The committee shall submit member names and credentials to the relevant international authority when required (e.g., to AMPAS for Oscar eligibility).
  1. Conflicts of Interest
  • Committee members must recuse themselves from discussions and voting if they are:
    • A producer, director, cast or crew member of a submitted film
    • A financial stakeholder in the film
  • Breaches of this rule may result in removal from the committee.
  1. Confidentiality
  • All deliberations, voting results, and film evaluations are to be kept confidential.
  • Public statements can only be made by the Chairperson or their designate.
  1. Reporting and Documentation
  • The Committee must maintain records of meetings, decisions, and votes.
  • A formal Selection Report must be issued and submitted to the National Cultural Commission and/or international award bodies.
  1. Funding and Administration
  • The Committee’s operations may be funded by:
    • Government grants (e.g., Department of Tourism, Art and Culture)
    • Private sponsorships
    • Cultural organizations
  • An admin team or secretariat may be established to assist with logistics and submissions.
  1. Public Communication
  • After selection, the committee shall:
    • Publicly announce the selected film and its team.
    • Coordinate with the filmmakers for promotion and award submissions.
  1. Amendments
  • These rules and regulations may be amended by a two-thirds majority vote of the Committee and must be ratified by the relevant cultural authority.
